Conventions & Instruments

On 5 November 2025, Algeria deposited its instrument of accession to the 1961 Apostille Convention. With the ratification of Argentina, the Convention now has 58 Contracting Parties. With the accession of Algeria, the 1961 Apostille Convention now has 128 Contracting Parties. It will enter into force for Algeria on 9 July 2026. More information is available here.

On 27 November 2025, Monaco deposited its instrument of accession to the 2005 Choice of Court Convention. With the accession of Monaco, 38 States and the European Union are bound by the 2005 Choice of Court Convention. The Convention will enter into force for Monaco on 1 March 2026. Webinar on the 1996 Hague Child Protection Convention, 30 June & 1 July

The Centre for Private International Law & Transnational Governance of the University of Aberdeen is organising a webinar on Cross-Border Protection of Children under the 1996 Hague Child Protection Convention: Practical Perspectives from Contracting States.
The event will be held on 30 June & 1 July and is part of a research project led by Professor Katarina Trimmings, which evaluates the effectiveness of the 1996 Hague Child Protection Convention in the UK and other Contracting States.

This research project examines the legal framework for the cross-border protection of children, focusing on the 1996 Hague Convention on Jurisdiction, Applicable Law, Recognition, Enforcement and Co-operation in Respect of Parental Responsibility and Measures for the Protection of Children (‘the 1996 Hague Convention’).

Membership

On 10 April 2025, Qatar applied to become a Member of the HCCH. On the same day, the Secretary General of the HCCH opened the six-month voting period during which all current Members of the HCCH may cast their vote on the proposal. Following this voting period, and provided a majority of votes are cast in favour, Qatar will be invited to become a Member by depositing an instrument of acceptance of the Statute of the HCCH. Meetings & Events

From 2 to 4 April 2025, the conference “15 Years of the HCCH Washington Declaration: Progress and Perspectives on International Family Relocation” was held at the Embassy of Canada in Washington, D.C., United States of America. The conference was jointly organised by the Embassy of Canada, the International Academy of Family Lawyers (IAFL), and the HCCH. More information is available here.

From 7 to 11 April 2025, the Working Group on Parentage / Surrogacy met for the fourth time. Pursuant to its mandate, the Working Group continued its consideration of draft provisions for one new instrument on legal parentage generally, including legal parentage resulting from an international surrogacy agreement. On 30 April 2025, the seventh meeting of the Working Group established to complete the Country Profile and work on the draft Cooperation Request Recommended Model Form for the 1996 Child Protection Convention was held online, hosted by the Permanent Bureau. More information is available here.

 

Upcoming Events

The webinar “HCCH 2019 Judgments Convention: Bridging Global Justice” will be held via Zoom on Tuesday 6 May 2025 from 4.00 p.m. to 5.30 p.m. (Hong Kong time), hosted by the HCCH’s Regional Office for Asia and the Pacific. On 5 March 2025, Rwanda deposited its instrument of acceptance of the Statute, becoming the 92nd Member of the HCCH. On the same day, Guatemala applied to become a Member of the HCCH. More information is available here.

Conventions & Instruments

On 1 September 2024, the 2007 Child Support Convention and the 2007 Maintenance Obligations Protocol entered into force for Georgia. At present, 51 States and the European Union are bound by the 2007 Child Support Convention, while 33 States and the European Union are bound by the 2007 Maintenance Obligations Protocol. Moroccan Supreme Court on the HCCH 1996 Child Protection Convention

Among all Arab and Muslim-majority countries, Morocco stands out as the only State to have ratified seven (7) HCCH Conventions. This number of ratifications, comparable to that of other prominent countries such as United States or Japan, speaks volumes about Morocco’s commitment to being an integral part of the global network of jurisdictions benefiting from the work of the HCCH on the harmonisation of private international and fostering mutual legal cooperation. The decisions of the Moroccan Supreme Court also reflect these efforts as the Court has shown its willingness to oversight the proper application of the HCCH Conventions (on the application of the 1980 HCCH Convention, see here). The Supreme Court Ruling No. 71 of 7 February 2023 briefly commented on here is another notable example related to the application of the 1996 HCCH Child Protection Convention. The case is also particularly interesting because it concerns the establishment of a kafala under Moroccan law for the purpose of relocating the child in another Contracting State (France in casu).
