Most of the commentaries on Rome I that I have read or heard suggest that all insurance matters are covered, with the exception of reinsurance. I therefore presume that the scope of the exclusion in Art 1(2)(j) of certain insurance contracts is narrow - but I have been trying to work out what exactly it covers and why. I can't find anything in the Commission's drafts or the UK government's response, and my reading of the Directive referred to in that section hasn't really helped. Any suggestions would be welcome!
